IAF helicopter goes missing with three crew members

ITANAGAR, Jul 4: An Indian Air Force helicopter, with three crew members has gone missing after it took off from Pilputu Helipad near Sagalee in Papum Pare district at 3.48 PM on Tuesday.

According to a Department of Civil Aviation communiqué, the IAF Helicopter 350 with a capacity of 10, was deployed to lift stranded passengers from Sagalee to Itanagar and did not land at the Naharlagun helipad as scheduled.

Reportedly, two IAF helicopters were evacuating passengers who were stranded in Sagalee and Dambuk owing to bad road conditions caused by heavy rains and consequent landslides.

Sources informed that the two helicopters had evacuated around 169 stranded passengers from Sagalee and Dambuk on Tuesday, before the helicopter travelling from Sagalee lost contact near Toru.

The Papum Pare Superintendent of Police Tumme Amo informed that all officials have been assigned tasks to help in the search operations, but due to the inclement weather conditions and nightfall, the search operations could not continue.

The SP also said that they have drawn their attention towards Hostalam village, where a woman has reported seeing a helicopter flying considerably low to the ground.

ITBP officials, Circle Officers of Toru and Kheel, gaon burrah of Hostalam have all been called late evening to hold elaborate discussions and make plans accordingly for the search operation in the suspected area of Hostalam.

Locals of nearby areas have also been instructed to alert officials if they have any information on the missing IAF helicopter.

The SP also informed that the Eastern Air Command, Air Marshall Rajesh Kumar said that they would assist in the search as soon as the weather permits.

"Currently, police teams have been deployed to enquire about sightings of the helicopter, and search operations would continue in full gear after daylight breaks tomorrow morning", the SP added.

The administration and police have also received reports that the missing helicopter was heard by a few locals.

Meanwhile, the Chief Minister has directed the district administration and police to gear up for the search operations and sounded an alert to all adjoining districts to provide assistance as and when required.

Similar instances of helicopter disappearances in the hills and mountains of Arunachal Pradesh have been reported over the last few years.

Timeline

On May 23 this year, a Sukhoi SU-30 aircraft that took off from Tezpur's Salanibari Air Force station in Assam went missing. Later, the search teams found a blood-stained shoe, a half-burnt PAN card and a wallet at the crash site, located in a dense forest.

 In 2010, an Indian Air Force MI-17 helicopter crashed around 10 kilometres from Tawang, killing all 12 defence personnel on board.

In 2009, an Indian Air Force AN-32 aircraft with 13 people on board crashed near a village in West Siang district, killing all 13 personnel on board

In 1997, then Minister of State for Defence NVN Somu and four others, including a major general and two crew members, were killed when their army helicopter crashed over the snow-covered mountains in bad weather near Tawang.

Apart from these, Deputy Commissioner, Kamlesh Kumar Joshi died in Pawan Hans helicopter crash on August 4, 2015.

April 29, 2011: Pawan Hans AS 350 B-3 helicopter, carrying the then Chief Minister Dorjee Khandu and four others, went missing. It was traced four days later near Luguthang in Tawang district. All five people on board died in the crash.

April 19, 2011: A Pawan Hans Mi-17 flight from Guwahati to Tawang, trying to land at Tawang helipad, crashed in a gorge and caught fire. Of the 23 people on board, 17 were killed.  

April 19, 2010: At least 17 people were killed and six others injured when an Mi-17 helicopter belonging to Pawan Hans crashed near the Tawang monastery.

August 6, 2010: A Pawan Hans crew member fell 10,000 feet to his death in Namsai district while trying to close a door that had opened during a flight.

May 2001: Pawan Hans helicopter had crashed near Bomdila causing the death of five persons, including former education minister of Arunachal Pradesh Dera Natung. (Source)

 

 

 

Police seize 8000 kg explosives in Roing

ROING, Jul 4: A truck with 8000 kg of illegally procured explosives was seized by the Aruanchal Pradesh Police, Roing unit during routine checking at Shantipur Gate on July 2.

As per police report, the truck (ML-05K-5972) was stopped at Shantipur Gate for routine check by OC SI Abraham Taying. Upon checking, police found the explosives.

The explosives were procured by Andhra based ABCPL Construction Company from one Dhar Construction Co. Meghalaya, which was more than the prescribed as the requisition was sought for selling only 1800kg of explosives to licensee Eswar Enterprises, a Pasighat based company, the documents provided by the driver of the truck revealed.

Further, the driver on being demanded was unable to produce the NOC, which was supposed to be obtained from the District Magistrate for procurement and use of the explosives within the district.

There has been no logical reply from the selling and buying companies so far with regards to the explosive.

A criminal case under Explosive Act 1884 has been registered at Roing Police Station and investigation has been launched.

The driver of the truck and an official of ABCPL Company were also taken into police custody.

The police have intensified checking of vehicles at the Shantipur Check Gate in order to avert and tackle any untoward happenings in the district following huge traffic movement after opening of the Bhupen Hazarika (Dhola Sadiya) Bridge.

Since Lower Dibang Valley has been declared as disturbed area by the Union Home Ministry, the seizure explosives in huge quantity is a matter of serious concern, the Lower Dibang Valley SP Sanjay Kumar Sain said.

Recently, seven members of the NSCN-K outfit with sophisticated arms and ammunitions were apprehended by the district police from Kalapani forest area.

"It is a matter of grave concern that the Meghalaya based Dhar Construction Company, without adhering to laid norms and guidelines of PESO, is selling such a huge quantity of explosives without proper checking and verification of licence", added the SP, further saying that if this be the trend, it would be easy on the part of terrorist organisations to obtain and buy explosives in the same manner.

The district police also seized illegal timber laden truck a few days ago and appealed to the DA and the Forest Department for evolving a mechanism through which the police could act swiftly and take stern action against illegal timber trade.

 

 

 

Food crisis in Metengliang, Chaglagam circles of Anjaw

HAYULIANG, Jul 4: Food crisis is looming large in Metengliang and Chaglagam circles of Anjaw district following disruption in road communication due to landslides.

A detailed report has already been submitted to the Deputy Commissioner by Hayuliang ADC for air dropping of ration items at the two circles.

Hayuliang ADC, Kego Jilen said that villagers had no individual stock of rice after the farmers substituted their rice cultivation with cardamom farming in the entire region.

The BRO reported that it would take at least a month to clear up the landslides and debris to make the road through.

The sub-divisional level disaster management committee headed by ADC Jilen visited many blocked sites and took a decision to construct porter tracks within a week to meet the emergency needs of the people of the two circles.

An emergency meeting was also held with administrative officers and PRI members of Hayuliang to discuss the prevailing situation.

 

 

 

Road rage shooter arrested

ITANAGAR, Jul 4: The Itanagar police have arrested one Tai Ananth for his alleged involvement in the Ganga Market shooting case in which a student received grievous bullet injuries on Sunday last.

While talking to this daily, SP Capital Dr A Koan informed that the alleged accused was arrested on Tuesday and he hails from Kurung Kumey district.

Further, the SP said that the alleged accused tried to save himself by changing the number plate of his vehicle. Police is yet to retrieve the gun used in the shooting, added the SP.  

Earlier, the All Tagin Youth Organization (ATYO) had demanded early arrest of the culprit involved in the recent broad daylight shooting.

Stating that the state capital has become a safe-haven for criminals,  the ATYO criticized the police of Itanagar for failing to nab the culprit even after leads.

It was reported that the vehicle used by the culprit at the time of incident was identified through CCTV footage.

The organization also flayed the state government as well as the Home Department for the deteriorating law and order situation.

 

 

 

Dree ground road restored

NAHARLAGUN, Jul 4: The blockade at NH 415 near Dree ground has been restored and it will be open for traffic movement from Wednesday morning onwards.

Capital Complex Deputy Commissioner, Prince Dhawan while informing this, added that it is a temporary arrangement. He also called on denizens of the Capital Complex not to carry out any kind of illegal earth cutting.

PWD Parliamentary Secretary cum local MLA Techi Kaso visited the site and interacted with PWD Highway officials.

Kaso informed that Itanagar-Naharlagun road will be converted into 4-lane highway and work will start very soon.

He appealed to the people to cooperate with the district administration and Highway Department to construct the 4-lane highway.

Kaso also appreciated the immense patience shown by the capital denizens during this difficult hour.

The PWD Highway had pressed several heavy machineries in the restoration process.

 

 

 

Itanagar witnesses massive traffic jam

ITANAGAR, Jul 4: Itanagar town on Tuesday witnessed massive traffic jam, starting from Gohpur area to Ganga Market. Commuters had a harrowing time as it took almost an hour to reach Ganga from Gohpur, which on other days takes only 10 minutes.

Capital denizens already have been facing a harrowing time due to blockade of national highway near Dree ground.

"Day by day traffic congestion in the Capital Complex is increasing at an alarming rate. If the situation remains same, in another five years, people may have to abandon their vehicles and walk on foot. There is urgent need to construct outer and inner ring roads so that traffic congestion can be reduced. Government of Arunachal needs to seriously work out the traffic issue," shared a traumatic motorist.

Heavy traffic was also witnessed on the Itanagar-Jullang-Naharlagun road. The horrible condition of said stretch of road further made travel miserable for the commuters.

 

 

 

Candlelit vigil for school girl

ITANAGAR, Jul 4: Claiming serious foul play which led to the death of school girl Liter Bagra, various Galo community based organisations and the members from Arunachal Pradesh Women Welfare Society (APWWS) and Arunachal Pradesh State Commission for Women (APSCW) organized a candle lit vigil demanding action from the Assam Police and also to express solidarity with the family members of the deceased.

The candle light march was jointly organised by the Galo Welfare Society (GWS) Women Wing and Galo People's Federation (GPF), supported by various Banggos and the society.  

17-year-old late Liter Bagra of Likabali in West Siang district was found hanging in Bhetapara area of Guwahati on June 14. The family and relatives of late Liter Bagra suspects of foul play.

She was staying with a friend.   

The candle light march that started from Akashdeep in Ganga and culminated at Tennis Court, I G Park was a symbolic protest against the Assam Police for lackadaisical attitude towards the particular case.

"Even circumstantial evidences indicated that it was not a suicide but a murder", alleged Hemar Nyorak, while claiming that the way Liter's  body was found clearly indicated that there was serious foul play.

Nyorak, a relative of the deceased, further alleged that there was injury mark on late Liter's hand and the parents were not informed by her friend or her family.

"She was quite happy when her father spoke to her hours before the alleged suicide. How can she commit suicide without any stress and depression", Nyorak further claimed.

"The house owner of the incident site is a magistrate and we are suspecting that there is considerable pressure from her on the Assam Police", he alleged while adding that the Assam Police was one sided.

APSCW Chairperson Mitali Thinkatra while expressing solidarity with the deceased's family informed that the state women commission has written to the Assam counterpart to take up the matter seriously and ensure fair investigation.  The Chairperson further assured that the Commission would extend all possible help to ensure that family of the school girl gets justice.

President, Arunachal Pradesh Women Welfare Society, Dipti Bengia Tadar also assured to take up the case with the Assam Police, while APSCW former Chairperson Jarjum Ete also made a fervent appeal for justice.  

 

 

 

Rijiju’s chopper makes emergency landing

ITANAGAR, Jul 4: The Indian Air Force (IAF) chopper carrying Union Minister of State for Home, Kiren Rijiju made an emergency landing at Rajiv Gandhi Government Polytechnic football ground here on Tuesday afternoon.

The chopper, which was arriving from Guwahati, was to land at the Raj Bhawan helipad, but had to make the emergency landing due to inclement weather. Before landing, the IAF chopper made several rounds in attempts to locate a proper landing ground.

While talking to this daily, the MoS Home credited the experienced pilot team for the safe landing.

"We could not see anything as it was raining heavily and there was heavy cloud formation over the capital region. The pilot somehow managed to locate a football ground, which later turned out to be that of the Polytechnic College. The pilots did an excellent job of navigating the turbulent weather," said Rijiju.

Even before government officials could reach the spot, a large number of locals, including staff of Polytechnic College turned up at the ground. The MoS Home interacted with all of them. For around one hour, the IAF chopper become the centre of attraction and several people were seen taking photographs with the chopper.

 

 

 

Petrol crisis hits Yingkiong

YINGKIONG, Jul 4: Petrol crisis hit Yingkiong as the IOC (marketing) has sealed the petrol dispensing machine of M/s Libang Auto Agency Yingkiong on June 26 after a technical fault was detected in the fuel dispensing machine.

Though the crisis has put public and private transport to an unexpected situation, no alternative arrangement has been made so far to bring the situation back to normal. (DIPRO)

 

 

 

Yapi Doni Kulo passes away

ITANAGAR, Jul 4: Women's right activist and former member of the Arunachal Pradesh State Commission for Women, Yapi Doni Kulo passed away on July 4 after a prolonged illness.

She is survived by a daughter, Lily Kulo and two sons, Dr Jibom Haji and Jiyor Haji. Her husband late Alexander Taji Kulo predeceased her.  

Born on 12 October, 1964 in Kulo village under Upper Subansiri, she started her long career in social work as an executive member of All Subansiri District Girls Students Welfare Association.  

She went on to become a member of the Arunachal Pradesh State Commission for Women.

She was also associated with Arunachal Pradesh Women's Welfare Society in different capacities since 1986.

Kulo was a renowned member of the cooperative movement in the state  and headed the Kadorna Welfare Centre. She also worked with Catholic Association, Galo Welfare Society and Muskan Society. Till her demise she was general secretary of Arunachal Pradesh Mahila Congress Committee.

Kulo will be taken to Kulo village for last rites on Wednesday morning.

The Arunachal Pradesh Women's Welfare Society has mourned her demise.

 

 

 

Adhere to govt decision on recruitment, CM tells depts.

ITANAGAR, Jul 4: Chief Minister Pema Khandu has directed all the departments to strictly adhere by the Cabinet decision taken recently to entrust the Arunachal Pradesh Public Service Commission (APPSC) with the responsibility of recruitment of all Junior Engineers to APPSC for ensuring transparent and fair recruitment process.  

Pema directed the departments who have issued advertisements for recruitment of Junior Engineers in the department to immediately cancel the process and place the vacant post to the APPSC for filling up the same.

He also requested the Chairman of the APPSC to immediately issue notifications/advertisement for the vacant posts as and when the department places the requisition.

The Cabinet had observed that in order to bring in transformational change in governance and significantly improve the work ethics, work culture and service delivery system in all the departments, the recruitment process need to be free from nepotism and favouritism.

The past practices of direct recruitment by the departments have garnered a lot of criticism from all quarters. It has demoralised the genuine deserving candidates and also showed a bad light on the government functioning, the Cabinet had viewed.

 

 

 

APPDSU demands cancellation of vocational teachers' interview

ITANAGAR, Jul 4: The All Papum Pare District Students' Union (APPDSU) has demanded that the Education Department immediately cancel the interviews held by the Deputy Commissioner, Capital Complex for the posts of vocational teachers.

In a release, the APPDSU claimed that interviews for vocational teachers were conducted by violating RMSA guidelines.

The APPDSU said that for effective implementation of centrally sponsor flagship programmes like RMSA in the state of Arunachal Pradesh, the MHRD, Government of India had constituted District Level Management & Monitoring Committee for 20 districts of Arunachal Pradesh as per RMSA Guidelines.

"In each district, the respective DC, DDSE and DPC are designated as Chairman, Member Secretary and Nodal Officer in the District Level Management & Monitoring Committee for the implementation of RMSA programme and polices. In the District Level Management & Monitoring Committee, RMSA, Papum Pare district, the DC cum District Mission Director, Yupia, Papum Pare district is the Chairman, DDSE cum District Mission Officer, Yupia, Papum Pare district is the Member Secretary and District Programme Coordinator (DPC), Yupia, Papum Pare district is the Nodal Officer," informed the APPDSU.

Further, it said that the DC, DDSE, and DPC of Capital Complex are not even members of the said Committee, adding that the Education Department cannot bifurcate funds and posts sanctioned under RMSA for Papum Pare district in the name of DDSE, Capital Complex.

The union also noted that the MHRD, GoI has approved Single Plan for Papum Pare district and there is no separate plan for Capital Complex.

It also alleged that not a single candidate was selected from Papum Pare district and claimed that the Education Department is adopting discriminatory attitude towards unemployed youths of Papum Pare district in their own home district.

 

 

 

Absenteeism by govt employees alleged

ITANAGAR, Jul 4: The All Palin Chambang Yangte Gangte Tarak-Lengdi Youth Federation (APCYGTLYF) drew the attention of the state government towards myriad of problems faced by the people of Palin, Chambang, Yangte, Gangte and Tarak-Lengdi circles for early redressal, particularly absence of government employees.

Apart from government employees' absenteeism, the people of the five circles were facing lot of hardships due to bad road connectivity, disruption in electricity supply and lack of telecommunication, stated the APCYGTLYF in a release.

A team of APCYGTLYF recently visited the five circles to take stock of the various developmental activities and the problems faced by the people.

During the visit, the team claimed to have found all the COs of the circles absent from their duties, due to which the common people have been facing lots of problem in getting their official works done. Allegedly, they prefer to stay in Palin, Ziro-Hapoli or in the state capital.

The public also complained of absenteeism by government school teachers and medical staff, which was proved true during the visit, the release said.

During the tour, it was observed that majority of the government employees were absent from their duties, said the APCYGTLYF.

Moreover, there has been no electricity supply to Gangte and Tarak-Lengdi since last four months, it claimed.

Further, observing rampant encroachment of government land in Gangte and at Palin Circle, the Organization appealed to the Kar Daadi Deputy Commissioner to issue an eviction order immediately.

 

 

 

Social service in Dambuk

ROING, Jul 4:  Members of the Self Help Group (SHG) Bomjir Midum-Minam, in collaboration with Dambuk sub-divisional administration conducted a cleanliness drive in and around Dambuk Helipad on July 4.

Apart from SHG group members, Dambuk CO Kabang Apum, ASMs of Poblung-B, Sirang and Bizari actively participated in the social service.

The CO said that Dambuk sub-division needs such initiatives and good gestures from everyone to make Dambuk cleaner. (DIPRO)

 

 

 

DC inaugurates IDCF programme at General Hospital

AALO Jul 4:  Intensified Diarrhoea Control Fortnight in West Siang district was formally launched by Deputy Commissioner Gamli Padu at General Hospital Aalo on July 3.

Padu exhorted the doctors to implement the progamme effectively as diarrhoea commonly affects rural children. It is our duty to ensure that all national immunization programmes reach the target groups and percolate down to grassroots level, he said.

West Siang DMO, Dr Nyage Geyi highlighted in details the objective of launching the programme. He appealed to the doctors of various PHCs and sub health centres to work in close coordination.

On the occasion, the ASHA workers demonstrated hand washing techniques and preparation of ORS mixture.

Legal awareness on the sideline of Dree festival

ITANAGAR, Jul 4: Legal awareness camps are being organized on the sideline of Dree celebrations in various places by the Arunachal Pradesh State Legal Services Authority (APSLSA).

Stalls have been put up in Dree grounds at Papu Nallah, Supung Dree (Ziro) and Hong.

Apart from legal aid and counselling, pamphlets and broachers on legal topics are being distributed to the visitors.

The stall put up in Pappu Nallah on July 2 has recorded nearly 210 visitors so far. As per reports, the DLSA Ziro has also set up stalls at Supung Dree at Hong Dree Festival ground, wherein four legal practitioners and two para-legal volunteers have been positioned constantly for counselling of the visitors.

 

 

 

Spl Secy takes stock of progress of ongoing projects

PASIGHAT, Jul 4: Special Secretary, Rural Development and Panchayati Raj Nyali Ete inspected various ongoing projects under MGNREGA in five focus areas in East Siang district.

Ete, accompanied by PD (DRDA) Sibo Pasing and hosts of officials visited Mebo, Balek, Napit, Taki-lalung villages etc and held discussions with the villagers.

To know the ground reality, the Special Secretary inspected link roads in Mebo and Ayeng village under Mebo CD Block, vermin compost scheme at Balek, flood control work at Mongku and Boying, Anganwadi building at Napit and farm-pond at Taki-Lalung and appreciated the implementing agencies.

During his visit, the Special Secretary also held an interactive meeting with the Gram Panchayat member secretaries at the Siang Guest House and took stock of various works done under FFC (2016-17) and asked to submit/release "Utilization Certificates" timely. (DIPRO)

 

 

 

Bosumotary ‘Perfect Modeling Face’

ITANAGAR, Jul 04: Raja Bos Bosumotary of Arunachal Pradesh won the sub-title of ‘Perfect Modeling Face’ in the Dellywood Mr India 2017 Contest held at Mumbai on June 30.

He was the lone contestant from the state in the event this year.

Dellywood is a  modeling agency  that promotes and showcases aspiring models and fashion in the country.

 

 

 

WAPCOS Ltd to be third party monitor

ITANAGAR, Jul 4: A memorandum of Understanding (MoU) was signed between Arunachal Pradesh Government and WAPCOS Ltd as third party monitor for field monitoring, inspection and evaluation of various projects under BADP 2015-16 (Additional) and 2016-17 for the Western Zone.

Secretary Planning Dr Joram Beda and Additional Chief Engineer cum Regional Manager of WAPCOS Ltd, Debojit Das signed the MoU on behalf of the state government and WAPCOS Ltd respectively on Tuesday.

The WAPCOS will submit the monitoring reports after completion of field monitoring which will be evaluated and analysised by the Monitoring Division of Finance & Investment Department, Government of Arunachal Pradesh for further action.

Mokir Eshi Ori, Director (Monitoring) of Finance & Investment Department, Bikash Sharma, Project Engineer i/c Arunachal Pradesh and Prakash Doley, Project Engineer were present during the signing of the MoU in the office chamber of the Secretary (Planning).

 

 

 

Youth team up to fight drug abuse

MIAO, Jul 4: A team of 22 youths from Changlang district of Arunachal Pradesh, studying in different colleges across North East India, have discovered a unique way to fight drug abuse in the state.

The team of young boys and girls, all students from seven colleges across North East India, have come together as the Inter Collegiate Youth Association (ICYA) in Miao to fight drug abuse in Changlang district and spread awareness across the state with inter-school sports and literary competitions and awareness campaigns.

'Young boys and girls like us do not get a platform to express ourselves and our desire to get social attention lead us to pick up harmful habits, including drugs', explained Gini Kenly, President of the ICYA, who went on to add that 'Our motive is to catch them young and keep them busy'.

Kenly informed that the team would gather students from almost every high school in Kharsang, Namphai and Miao blocks of the district, and give them a platform to express themselves and provide a sense of achievement as well.

The inter-school sports and literary competitions reportedly found good response from all the schools. Football for boys and girls, tug-of-war, obstacle race, badminton, and singing and drawing are a few of the host of competitions spread over a period of two weeks.

The Newman School, Neotan won the football championship for both boys and girls category, while the Light of the World School, Miao won the tug-of-war championship.

Prior to the competitions, the ICYA visited all the schools in the blocks to conduct awareness programme on the ill effects of drug addiction and how not to be its victim.

'Once we have achieved our goal in Changlang district, we will take this initiative to other districts', says Ahuntang Tikhak, the General Secretary of the Association.

In the wake of growing number of drug addicts in the eastern part of Arunachal Pradesh, especially in Tirap, Changlang and Longding districts, the ICYA is a refreshing change.

'If you are able to change even just one boy, that is your success', said Father Felix, the Youth Director of Miao Diocese, speaking to the ICYA.

 

 

 

Minor Arunachalee boy in search of his parents

KHONSA, Jul 4: A minor boy from Arunachal Pradesh is waiting for his parents at a children's home in Dibrugrah.

The boy, identified as Nimulya Koling, son of Adi Bapu (father) and Santi Soba (Mother) of Arunachal Pradesh is being presently looked after by the registered NGO - "Prerona Children Home" at Dibrugarh and  the child is in search of his parents.

According to an information received here, Khonsa West MLA Tirong Aboh interacted with the child and management of Perona Children Home at Dibrugarh and assured to extend all possible help from his side in finding the parents of Nimulya Koling. Aboh also provided some clothes and cash to the child  as emergency  assistance.

Aboh appreciated the children's home for the godly services it renders and appealed to all to help in finding the parents of Koling.

ITANAGAR, Jul 4: Chief Minister Pema Khandu on Tuesday launched the Deen Dayal Upadhyaya Swavalamban Yojana (DDUSY).

The DDUSY scheme aims to encourage unemployed youth for entrepreneurship through formal banking channels.

During the occasion, the Chief Minister released a booklet on 'Questions and Answers' regarding the scheme.

The Chief Minister also made a start of 'Boost Your Business', an initiative by Facebook to offer a platform to support youth and entrepreneurs.

Speaking on the occasion, the Chief Minister said the two programmes of DDUSJ and 'Boost Your Business' are interlinked that aims to address youth unemployment through entrepreneurship.

Informing about the scheme further, he said the scheme will facilitate bank loans between Rs 10 lakh to Rs 1 crore for setting up greenfield enterprises with 30 percent subsidy, which is aimed at APST entrepreneurs. He said the top priority would be awarded to projects related to agriculture and allied sectors, including tourism and textile and handicraft production.  

Later, taking part in the discussion, the Chief Minister answered the several queries raised by the participants on DDUSY scheme. He informed that land being the biggest asset in the state, the state government is working to come up with policy on land that will enable entrepreneurs to trade with their land. He also assured the participants that the selection process for beneficiaries will be made in transparent manner and appealed to the politicians and officials not to influence the process with their vested interest.

Also speaking on the occasion, Animal Husbandry, Veterinary & Dairy Development Minister, Dr Mohesh Chai appreciated the Pema-led Government for creating more than 4000 jobs within 11 months of his tenure.

He appreciated the Chief Minister for coming out with more than 150 Cabinet decisions, of which half of them have already been implemented. Such reforms and decisions were never seen in previous governments, he said and thanked the Chief Minister for allocating highest fund in his department ever allocated by any government, which is aimed at boosting entrepreneurship.

Also speaking on the occasion, PHED Minister Bamang Felix appealed to the youths not to misuse the loan money and also to use the opportunity showered by social media in their business.

Commissioner Finance, Ashish Kundra at the start of the programme gave a detailed presentation on the DDUSY scheme.

The programme was also attended by state BJP President Tapir Gao, Home Minister Kumar Waii, UD Minister Nabam Rebia, Education Minister Honchun Ngandam and RD Minister Alo Libang.  

 

 

 

DC inaugurates Central Dree Food Festival

ZIRO, Jul 4: The festival mood gripped the people of  Lower Subansiri  district with the inauguration  of the Golden Jubilee Dree Food Festival by Deputy Commissioner, Kemo Lollen at Dree Ground on  Tuesday.

As many as 22 stalls, including exhibition stalls on arts, crafts, etc were also set up this year.

Meanwhile, as part of the celebration, various literary competitions were also conducted at Government Higher Secondary School, Hija on Tuesday and participated by hundreds of students. With an aim to preserve the indigenous language and also to influence the children, all the literary activities, such as debate, extempore speech and essay writing have been conducted in Apatani language.

The drawing competition was also organized with the theme related to the Apatani culture.

Earlier, Tage Gambo, chief editor of CDFC, highlighted on the importance of organizing the literary events in Apatani language. The result of the events will be declared on July 9 next.

 

 

 

Dree greetings

ITANAGAR, Jul 4: Governor of Arunachal Pradesh, P B Acharya and Chief Minister, Pema Khandu extended heartiest festival greetings to the people of Arunachal Pradesh, particularly to the Apatani community on the joyous occasion of Dree festival.  

The Governor said that the Dree festival is the cultural identity of the Apatani tribe, which they have proudly and zealously preserved since time immemorial.

The Governor wished that the warmth and splendour, which are parts of the auspicious occasion, usher in happiness and prosperity in the coming year.

‘On this auspicious occasion, I offer my prayers to Danyi Piillo to invoke the Dree spirit amongst the people for the well being of all mankind’, the Governor said in his message.

In his message, Pema conveyed his deep sense of appreciation to the community for safeguarding and promoting the rich Apatani culture and tradition and passing it to the younger generation. He believed that the auspicious Dree would bring with it communal harmony, peace, serenity and prosperity in the state, besides spreading brotherhood in the society.

 

 

 

DA ejects slaughter house, act against bars

ITANAGAR, Jul 4: The District Administration along with the police carried out eviction drives to check illegal meat vendors along the National Highway.

Earlier, an order in this regard was also issued by the Deputy Commissioner Itanagar-Capital Complex Prince Dhawan prohibiting slaughtering houses along the NH-415 within Itanagar-Capital Complex.

Meanwhile, the DA has suspended the license of two bar-cum-restaurants within the Capital Complex.  

Marque Restaurant and HH Bar in Itanagar were found violating the DA orders. The SP Capital Complex, Superintendent (Tax and Excise) Itanagar and EAC Itanagar have also been directed to seal the aforesaid bars as per the legal formalities. The DM has further asked the bar owners to adhere strictly to the operation timings or face the consequences.

 

 

 

Meeting on Tuting Rurban cluster

YINGKIONG, Jul 4: Deputy Commissioner and Chairman of the Rurban Mission, Remo Kamki asked the line departments to work in close coordination with DRDA for the success of the Tuting Rurban Mission during a district level convergence meeting of Tuting Rurban Cluster Project with other central flagship programme and state financed schemes on July 1 last.

The Deputy Commissioner asked the line departments to share the list of schemes being implemented or schemes incorporated in their departmental AOPs with PD, DRDA, and the nodal agency of Rurban cluster for easy co-ordination to ensure successful implementation of the Tuting Rurban Mission.

Tuting Rurban Cluster comprises the villages of Ningging, Rising, Gome, Purung-Old Tuting, Pekong-Lali, Jido, Pokbir, Ngaming-Dengu, Kugging, Nyereng & Tuting headquarters.

A maximum of 30 percent of the project cost will be provided as the Central Gap funding to supplement the fund mobilized through convergence of various central sponsored schemes, central sector schemes and state schemes.

'Rurban' is an integrated and co-ordinated way of working by various departments for effective implementation of various schemes for easy monitoring system, said Special Secretary (RD) Nyali Ete.

He urged the line departments to incorporate the requirements of the Rurban Cluster villages in the department AOPs indentified through Gram Sabha meetings of the villages for creation of durable assets.   

All the district HoDs agreed in principle to co-operate and work in a co-ordinated way with DRDA through convergence of various centrally sponsored schemes to make the first ever Tuting Rurban Cluster a model one. (DIPRO)

 

 

 

Commissioner inspects ongoing projects in West Siang and Tawang

BOMDILA, Jul 4: Commissioner, GA/DA and Education, Hage Kojeen inspected various ongoing projects during his week-long tour of West Kameng and Tawang districts.

At district headquarters Bomdila, the Commissioner inspected the multi-level parking lot and the multi-purpose community hall being executed by the PWD with an estimated cost of 3.50 crores each. He also inspected the CC pavement township road.

At the DDTH office, the Commissioner visited the under-construction sales emporium cum conference hall being executed by the WRD with an amount of Rs 1 crore. He also inspected the Buddhist Cultural cum conference hall at Buddha Peace Park, which is nearing completion.

At Shanti Deva Vidyalaya Upper Gompa, he inspected the completed academic and administrative block executed by the RWD, which was funded under the NLCPR with an amount of Rs 2.97 crores and the Rs 8 lakhs kitchen block project executed by the DRDA under untied fund.

Expressing his satisfaction over the quality of the undergoing projects, the Commissioner directed the officers of the executing agencies to complete the projects on time as per target to avoid cost escalation.

On Sunday last, the Commissioner visited the Taktsang ME School in Tawang under Zemithang circle located in the Indo-China border. The Commissioner observed that the school is being run by only five SSA teachers, and advised the teachers to keep up the spirit and continue their duty with commitment. (DIPRO)

India ought to be cautious

The Prime Minister Narendra Modi is embarking on a historic visit to Israel. He was given rousing welcome on his arrival at Tel Aviv. Israeli PM Benjamin Netanyahu himself came to the airport to receive Mr Modi. This is the first-ever visit to Israel by an Indian Prime Minister. The event is historic considering the fact that PM will not visit Palestine during the visit. Modi will not travel to Ramallah, the seat of the Palestinian Authority and a customary stop for visiting leaders trying to maintain a balance in political ties.

India has traditionally been cautious in its dealing with Israel, partly because of an alleged wariness of upsetting Arab states and Iran, upon whom it relies for its vast imports of oil, as also its own large Muslim population. The visit to Israel, already, India's top arms supplier, is being seen as significant not just for the pacts that will be signed but because this is the first time that New Delhi has come out of the closet and openly embraced Israel as partner. Ever since BJP govt came to power it has given more priority to improving relation with Israel.  It is a good move but it should not come at the cost of giving up Palestine cause. For years India has supported Palestine's statehood dream. India earned the goodwill of international community by being one of the first countries to recognize Palestine statehood. One of the main reasons for conflict between Muslim world and west is continues occupation of Palestine territories by Israel.  Therefore India ought to be cautious.

An open letter to Chief Minister

Dear Editor,

Through the columns of the Readers Forum of your esteemed daily, I am writing this open letter to the Chief Minister requesting the state government to bring drastic changes in education department for quality education in Govt schools, particularly for good performance of students in Class-X and XII examinations.

State education scenario is degrading day by day even after fund in crores is being released  by the Central government against many projects like Sarva Shiksa Abhiyan (SSA), Rashtriya Madhyamik Vidyalaya (RAMSA) etc.

It is observed that opening of countless schools in state without maintaining the teacher-student ratio is the one of the prime reasons for the humiliating education scenario in the state. The Sarva Shiksa Abhiyan (SSA) scheme was launched with an aim of achieving the objective of universal primary education and to bridge social, regional and gender gaps with the active participation of community in the management of schools. But in our state, the motto of opening school was not to give education to poor children under SSA. It was only to get supply and construction works against those schools. Today it is seen that schools were established in almost every village with students of that particular village only. As a result, in some schools, numbers of teachers are more than the students without quality teaching.

Inauguration of upgraded secondary and higher secondary schools without giving second thought is another reason behind deteriorating education scenario of the state. The so-called elected leaders and officers of education department should have comprehensive study on the number of students likely to be accommodated  by that particular  school before  paying heed to the public demand for upgraded schools, but it never happens in our state.

The Govt should thoroughly scrutinize the teacher-student ratio. If necessary, government should close schools with less students and arrange for admission of those students in another schools which fall in the middle point of concerned Panchayat segment.

Even in the capital complex also, some schools are without required/sufficient number of students.

Moreover, nowadays, we find worst infrastructure in Govt run schools resulting in poor performance of students due to some lacunae in the system of education departments. Today SSA, RAMSA teachers were crying for their hard-earned monthly fixed wages while the officers who are working under SSA are enjoying luxurious life. It is  also observed that  when the most of the government schools  are run by SSA and RAMSA teachers in interiors areas, some of  the regular teachers are  availing leave and few of them are busy in doing contract works in state departments.

Reign of terror

Dear Editor,

This refers to your editorial “Stop Violence in name of Cow Protection” AF- June 30).  Our PM has rightly said that “Nobody has the right and no one can be allowed to kill people in the name of cow protection. There is no place for violence in society. It is unacceptable. This is not something with which Gandhiji would have agreed.” Simple warning by PM is not enough, strictest possible action is required to be taken against such goons.PM Modi has spoken wisely and reassuringly and it is time for mobs, vigilantes, moral police, street fighters, etc. to quit now. Breaking his silence on cow vigilantes in the country, PM Modi has also condemned their actions, saying most of them were anti-social elements masquerading as gau rakshaks (cow protectors).

The self-appointed gau-rakshaks have created a reign of terror in the country. Attacks on Dalits and Muslims in the name of protecting the “holy” cow is totally aunjustifiable. Mahatma Gandhi had never approved violence in the name of cow protection and sharply differed with the Hindu communalists. Unlike them, Gandhi preferred “persuasion” and other non-violent (ahimsa) ways to achieve gau-raksha (cow protection). Gandhi is invoked frequently in the course of the debate but his musings on cows and cow slaughter were nuanced and evolved over time. He asked people to focus on gau ‘seva’ or serving cows and not on protection or gau ‘raksha’.

In 1921, he reflected: “I would not kill a human being for protecting a cow, as I will not kill a cow for saving a human life, be it ever so precious.”

By 1946, Gandhi was clear that, “Cow slaughter can never be stopped by law. Knowledge, education, and the spirit of kindliness towards her alone can put an end to it.”

PM Modi should ensure that  the cowards  doing such type of bloodiness activities should  be strictly punished under the Law in a fast track Mode so that other schizophrenic may get lesson and we can save the life of innocent people.

In response to the news article on dated 30th June 2017 "Govt releases fund for pre & post matric scholarship" in your daily, I on behalf of the student communities would like to express my heartiest thanks and really appreciate the effort of our State Government for taking up such an initiative.

Arunachal’s own  GST

Dear Editor,

Ungrudgingly the Arunachal has also took a flight for the GST (Goods & Services Tax) in the national platform since 1st July 2017.

However the rate's of selling of goods and it’s services in the state are totally contrastive ever since. The rate’s of selling of the goods and it’s services are not under the laws or the rules that has been enacted by the administrators of the respective dwells.

People of Arunachal need to revamp their living style. When the people of our state travel outside the state it seems like we have been caught in a trap or enter into the idiosyncratic world. It’s has been observed, even in a short distances the fare of Tempo's or Tracker's in the Twin Capital Complex, it took the multiple of Rs.10, where as in other states they took according to the distances and it’s rates that has been enacted by the administrators of the respective areas. If we made the recharge of Rs. 50, Rs. 100, Rs. 120 etc. then the shopkeeper would take extra Rs. 10 for the same as a charge. This kind of practices won’t let the GST to imply in the people of the state because the local GST has been already launched in the state.

As per the rates implemented in GST, it’s good that the basic need of the poor and middle class people of the state and nation as well are under 0% tax namely unpacked food-grains, salt, milk, eggs, education Services etc.

For the packed items it somewhat started with the taxes. In short GST is really a good implementation for the well being of the people. The point is that even the GST implies in the state, it would be running under their own local rules. Somewhat it seems to be very funny but it is true.

People still startle on GST as what it actually means? Whereas the rest of the nation feel merriment and giggle on it. Because they know what it really means. Even ramble in the state became a serious problem due to the over and extra rates of the goods.
